Municipalities that have filed for bankruptcy are eligible to receive a full version of GroundWork Monitor Enterprise for FREE.
This offer is available for qualifying municipalities that would otherwise not be able to afford enterprise-class monitoring solutions.

GroundWork Monitor is free for use by qualifying municipalities that meet the following requirements and are approved by GroundWork:
- United States municipality
- File for Chapter 9, Title 11 bankruptcy
- Willing to participate in a case study
Depending on demand, GroundWork may extend the program to insolvent sovereign governments in the future.
